- Develop community-based inter-agency assessment of their local JJC.
- Develop a juvenile justice plan for the prevention of juvenile delinquency.
- More effectively utilize existing community resources in dealing with juveniles who are found to be involved in crime, who are truant, or who have been suspended or expelled from school.
